CONNECTICUT

Unlike the majority of states, Connecticut has yet to pass any telemedicine parity laws despite many attempts to get legislation passed in the Constitution State.  Unfortunately Connecticut’s Medicaid program also doesn’t reimburse for telemedicine currently. This is very likely to change in the near future as the majority of US states move to reimburse for telemedicine.

Parity Law

No. Connecticut does not yet have a telemedicine parity law in place ensuring reimbursement through private payers.  This means private payers in CT may still cover telemedicine, they’re just not required to by law.

Type of Telemedicine Covered

State Medicaid will not reimburse for telemedicine visits done over video, although some private payers might. Additionally, there’s currently no coverage for store-and-forward, remote patient monitoring, or other electronic communication (like email, phone or fax).

Online Prescriptions

Connecticut law does not allow physicians to prescribe patients schedule I, II or III controlled substances through the use of telehealth.

Informed Patient Consent

Recently Passed Legislation (Effective Oct. 1, 2015), requires that the doctor provides to the patient treatment information, and the limitations of the telehealth platform.

Provider must also obtain consent from the patient and disclose records of the telehealth interaction to the patient’s primary care provider.

Interstate Telemedicine Licensing

The Connecticut Department of Public Health may establish a process of accepting an applicant’s license from another state and may issue that applicant a license to practice medicine in the state without examination, if certain conditions are met.
